Yine alt d\u00fczeylerdeki idari yap\u0131lanmalar da (ofisler, komiteler, b\u00f6l\u00fcmler) organizasyonun y\u00f6netiminde son derece \u00f6nem kazanm\u0131\u015f, \u00f6zellikle kriz zamanlar\u0131nda esneklik ve adaptasyonunu art\u0131rm\u0131\u015ft\u0131r.<\/p>\r\n<p style=\"text-align: justify;\">&#8211; \u00d6zel \u00d6rg\u00fct, bir yandan cemaate ili\u015fkin kritik kararlar\u0131n belirlenmesinde, di\u011fer yandan cihat\u00e7\u0131, a\u015f\u0131r\u0131 ve ter\u00f6rist \u00f6rg\u00fct ve gruplar\u0131n ortaya \u00e7\u0131k\u0131\u015f\u0131na kaynak te\u015fkil etmesinde \u00fcstlendi\u011fi merkezi rol\u00fcn niteli\u011fi dikkate al\u0131nd\u0131\u011f\u0131nda, ortaya \u00e7\u0131k\u0131\u015f\u0131ndan g\u00fcn\u00fcm\u00fcze kadar M\u00fcsl\u00fcman Karde\u015fler cemaatinin \u00f6rg\u00fctsel yap\u0131s\u0131n\u0131n en \u00f6nemli temellerinden biri olarak varl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcrm\u00fc\u015ft\u00fcr.<\/p>\r\n<p style=\"text-align: justify;\">&#8211; \u00d6rg\u00fctsel ve idari yap\u0131, M\u00fcsl\u00fcman Karde\u015fler cemaatinin kurumsalla\u015fm\u0131\u015f oldu\u011funu g\u00f6stermekle birlikte cemaatin i\u015flerinin y\u00fcr\u00fct\u00fclmesinde izlenen y\u00f6ntemde genel e\u011filim bireysel ve ki\u015fisel\r\nniteliklidir ve karar alma s\u00fcre\u00e7lerinde m\u00fcr\u015fidin ve \u00fcst d\u00fczey liderlerin hakimiyeti s\u00f6z konusudur. \u00d6rne\u011fin, \u015eura Meclisi, M\u00fcsl\u00fcman Karde\u015fler cemaatinin \u00f6rg\u00fctsel ve hiyerar\u015fik yap\u0131s\u0131\r\na\u00e7\u0131s\u0131ndan \u00fcst d\u00fczeyde konumlanmas\u0131na ve geni\u015f yetkilere sahip olmas\u0131nda ra\u011fmen, bu yetkiler k\u0131s\u0131tl\u0131d\u0131r ve genel m\u00fcr\u015fidin onay\u0131na ba\u011fl\u0131d\u0131r. Bu da meclisin, Bat\u0131 nezdinde cemaatin imaj\u0131n\u0131 iyi\r\ng\u00f6steren bir vitrin veya formaliteden ba\u015fka bir \u015fey olmad\u0131\u011f\u0131 anlam\u0131na gelmekte, cemaatin modern demokrasiye inand\u0131\u011f\u0131 izlenimi vermektedir.<\/p>\r\n<p style=\"text-align: justify;\">&#8211; \u00d6rg\u00fctsel ve idari yap\u0131n\u0131n geli\u015fmesi, M\u00fcsl\u00fcman Karde\u015fler ile birbirini izleyen M\u0131s\u0131r h\u00fck\u00fcmetleri aras\u0131ndaki ili\u015fkinin bir yans\u0131mas\u0131 olup bir anda olmu\u015f de\u011fildir. \u00d6rne\u011fin, iki M\u0131s\u0131r cumhurba\u015fkan\u0131; 1954\u2019ten 1970\u2019lerin ba\u015f\u0131na kadar iktidarda kalan merhum cumhurba\u015fkan\u0131 Cemal Abdunnas\u0131r ve 2014\u2019ten g\u00fcn\u00fcm\u00fcze kadar iktidar\u0131n\u0131 s\u00fcrd\u00fcren mevcut cumhurba\u015fkan\u0131 Abdulfettah es-Sisi d\u00f6nemi, \u00e7at\u0131\u015fma ve \u00e7eki\u015fme ili\u015fkisi a\u00e7\u0131s\u0131ndan birbirine benzemektedir. Bu gergin ili\u015fkinin en \u00f6nemli sonu\u00e7lar\u0131, cemaatin\u00a0 \u00f6rg\u00fctsel ve idari yap\u0131s\u0131n\u0131n k\u00fc\u00e7\u00fclmesi ve kalabal\u0131klar\u0131 harekete ge\u00e7irme kapasitesinin \u00f6nemli \u00f6l\u00e7\u00fcde azalmas\u0131 olmu\u015ftur. \u00d6te yandan merhum cumhurba\u015fkanlar\u0131 Muhammed Enver Sedat ve Muhammed H\u00fcsn\u00fc M\u00fcbarek d\u00f6nemlerinin ba\u015flang\u0131c\u0131, M\u00fcsl\u00fcman Karde\u015fler\r\ncemaatine y\u00f6nelik a\u00e7\u0131l\u0131m, esneklik ve i\u015fbirli\u011fi yakla\u015f\u0131m\u0131 a\u00e7\u0131s\u0131ndan birbirine benzemektedir. Bu iki d\u00f6nemin en \u00f6nemli \u00e7\u0131kt\u0131lar\u0131, cemaatin \u00f6rg\u00fctsel ve idari yap\u0131s\u0131n\u0131 \u00f6nemli \u00f6l\u00e7\u00fcde yeniden\r\nyap\u0131land\u0131rm\u0131\u015f olmas\u0131, dolay\u0131s\u0131yla siyasal ve sosyal sahnede etkili bir taraf haline gelmesidir. Zira cemaatin \u00f6rg\u00fctsel ve idari yap\u0131s\u0131nda ciddi bir sars\u0131nt\u0131ya neden olmu\u015f, \u015fu anda durgunluk,\r\ndonukluk ve bo\u015fluktan ibaret bir k\u0131s\u0131r d\u00f6ng\u00fc i\u00e7inde hareket etmektedir. Bu durum, cemaatin gelece\u011fi konusunda liderler aras\u0131ndaki anla\u015fmazl\u0131klar ve b\u00f6l\u00fcnmelerde somutla\u015fmaktad\u0131r.
