TRENDS Research & Advisory concluded its participation in GITEX Global 2025 in Dubai with its partner, the UAE Public Prosecution. They announced the launch of the White Paper from the Governance of Emerging Technologies Summit 2025, which was hosted in Abu Dhabi under the theme Towards a Flexible Global Framework for Emerging Technology Governance: A Proactive Emirati Vision for Creating Opportunities and the Future.
The announcement was made in the presence of several dignitaries and officials from ministries, government agencies, and strategic partners. The announcement was made during a special ceremony held at the Public Prosecution’s pavilion, in the presence of senior state officials and strategic partners.

Strategic Partnership and National Knowledge
Dr. Mohammed Abdullah Al-Ali, CEO of TRENDS Research & Advisory, extended his deep appreciation to the UAE Public Prosecution under the leadership of H.E. Counselor Dr. Hamad Saif Al Shamsi, UAE Attorney General, emphasizing that this strategic partnership and steadfast support from the Public Prosecution were the cornerstones that turned the White Paper project into reality.
Dr. Al-Ali explained that the White Paper’s actual value lies in its ability to transform two days of summit deliberations into a lasting scientific reference that can guide future policy and strategy formulation. He added that the goal is to turn “today’s momentum into tomorrow’s roadmap” by translating ideas and recommendations into feasible projects.
He emphasized that the shared goal extends beyond emerging technology governance. The partners seek to shape a future that is fair, resilient, and shared in prosperity, while remaining committed to continuing their joint efforts to harness knowledge in the service of humanity and society.

Comments During Launch
Speaking at the launch ceremony, H.E. Counselor Salem Ali Al-Zaabi, Chief Prosecutor at the Office of the UAE Attorney General and Chairman of the Higher Organizing Committee of the Governance of Emerging Technologies Summit, emphasized the importance of national and global cooperation to ensure that “technology remains in the service of humanity, rather than humanity becoming subservient to it.”
Abdulaziz Al-Shehhi, Deputy Head of the Research Sector at TRENDS, said the paper is a continuation of the knowledge work that began at the summit held last May. “It includes a research output that can be cited as a reference documenting the scientific discussions and strategic visions, ensuring that global communities benefit from the outcomes of the Emerging Technologies Governance Summit and enhancing the UAE’s role in leading the global dialogue on artificial intelligence (AI) and advanced technologies,” he said.

Dr. Khadija Al Faqih, Strategic Advisor at the Advanced Technology Research Council, emphasized that the launch of the White Paper represents a turning point in the UAE’s journey toward a digital future and a tangible embodiment of its leadership in the ethical governance of emerging technologies. She added that the summit brought together experts and thinkers from more than 25 countries to discuss pressing issues, most notably: “How can we govern technology before it governs us?” and “How do we ensure that AI remains in the service of humanity?”
Amira Al-Wahshi, Summit Project Director at the Public Prosecution, highlighted the key features of the White Paper, noting that more than 1,500 experts and officials from 80 nationalities participated in the summit and that nearly half of the speakers were from the UAE, reflecting the country’s leadership in this field. She explained that the paper outlined the conclusions of over 70 sessions and presented a set of basic principles and recommendations to formulate international policies for technology governance and digital ethics. She emphasized that the document is based on three fundamental principles of responsible governance: transparency, accountability, and justice.

The paper included key recommendations such as flexible ethical governance, achieving a balance between accelerating innovation and protecting society, integrating accountability into the structure of AI systems through ethical design, and ensuring digital trust and human oversight. It also recommended steps to ensure human oversight of sensitive technical decisions, international cooperation, to align legal frameworks, and keep pace with rapid technological development, technological justice, and digital inclusion. These steps, it claimed, are necessary to ensure access to technology and its benefits for all segments of society, as well as to foster responsible innovation by creating controlled experimental policy laboratories.
The paper called for the establishment of an international coalition to draft a global charter on the governance of emerging technologies, promote fairness in algorithms, and develop flexible and proactive legislation that keeps pace with technological development rather than hinders it.

Specialized Dialogue Session
Following the presentation of the paper, a specialized dialogue session was held to address the key challenges and recommendations across justice, education, health, cybersecurity, digital economy, and industry sectors. Participants emphasized that human beings constitute the core and first line of defense in technological transformation, and that justice must preserve its human dimension while ensuring that technology remains subject to ethical and moral values.
In the education sector, it is essential to establish an integrated framework for digital educational governance that keeps pace with rapid technological transformation and ensures the safe and responsible use of AI. Discussions also addressed the governance of AI in robotic diagnosis and treatment to ensure patient safety, emphasizing that awareness is the first line of defense.

In the industrial and digital economy sectors, participants affirmed that smart industrial transformation represents a fundamental pillar for achieving sustainable economic development in the UAE.
The session concluded by emphasizing that the White Paper’s core principles – transparency, accountability, and the safe and responsible use of emerging technologies – form the foundation for enhancing confidence in the digital transformation process and for establishing the UAE as a global model for emerging technology governance.
